Mr. Sanchez is an accomplished, analytical and detail-oriented executive
operations and management professional with over 17 years of experience
in the Security, Law Enforcement and Homeland Security field. He has
formal and specialized training in various aspects of Security
Management and Administration, which includes Program and Project
Management, Personnel Management, Contract Management/Administration,
Hostage Negotiation, Executive Protection, Aircraft and Facility
Protection Operations. Extensive domestic and international travel
experience, while managing support staff and interfacing effectively
with local and foreign nationals, to ensure the safety of U.S. citizens,
property and information.
From 2000 – 2007 Mr. Sanchez held multiple positions with Triumph
Technologies Inc. his last position was Vice President of Business
Development were he functioned as the deputy to the Executive Vice
President. Mr. Sanchez has successfully tracked business opportunities
and built successful teaming alliances on contract efforts ranging from
$400,000 to $170,000,000.
Mr. Sanchez was the Director for Operations for Triumph Technologies,
Inc. where he functioned as the deputy to the Chief Operating Officer.
He was responsible
for the oversight and management of more than 25 governmental and
commercial contracts supporting diverse federal agencies including
Department of Energy (DOE), Department of Defense (DOD), Customs and
Border Protection (CBP), National Institute of Health (NIH), Federal
Bureau of Investigations (FBI), U.S. Dept of State, etc.
As the
Program Director
for the Bureau of Diplomatic Security Office of Overseas Protective
Operations, Mr. Sanchez provided direct operational oversight and
management of over 55 contractor personnel providing program management
services for the various office programs and initiatives with an annual
budget of over $500,000,000. Analyzed program procedures for the
purpose of improving the efficiency, accuracy and effectiveness of
technical, fiscal and administrative operations. Provided contractor
management oversight for the Local Guard
Program, Residential Security Program, Surveillance Detection Program,
High Threat Protection, Financial Management Initiative, Contract
Management Initiative, Information Management Initiative, and Worldwide
Personnel Protection Services Program.
As the
Program Manager, Mr. Sanchez provided leadership and guidance to a
diversified team consisting of Senior Contract Specialists, Senior
Financial Managers, Senior Surveillance Detection Program Managers,
Security Program Managers, Information Technology Specialists,
Information Management specialists, and Executive Secretarial and
Administrative staff members. The team Mr. Sanchez managed was
accredited with Triumph Technologies, Inc. receiving the 2003 U.S.
Department of State Assistant Secretary Award of Excellence for
consistently providing professional personnel services in the area of
security management, financial management, information management and
program management review.
Mr.
Sanchez convened a website committee in order to create a website
design, development, modification and maintenance process that would
insure the site portrays an image consistent with corporate goals and
objectives. Designed and developed multiple client websites to include
the Triumph Technologies Inc corporate website,
National Science Foundation Small Business Innovation Research / Small
Business Technology Transfer, USAID 2004 Procurement Conference, TRICARE
Central Regional Workshop and the Diplomatic Security Office of Overseas
Protection Operations intranet Web-Portal. Mr. Sanchez functioned as
the webmaster and supervised the website development staff.
As the
Security Project Officer
he provided guidance to embassy security personnel on force protection
enhancements and improvements of Diplomatic Security overseas
anti-terrorism and force protection security programs. Reviewed and
approved security contract solicitations and modifications to ensure
they are prepared in accordance with department standards. Conducted
force protection/anti-terrorism assessments of embassy security programs
and made written recommendations for improving the technical and
physical security environment. Mr. Sanchez was responsible for
reviewing and approving the budgets of Embassies and Consulates in the
Near Eastern and South Asian region valued at over $20 million. He
ensured budget submissions as well as unscheduled and emergency funding
requests were being used judiciously for the purpose allotted by
Congress.
Mr.
Sanchez functioned as the Senior Data Administrator
responsible for daily supervision of the data management staff
consisting of the Information Technology Specialist and 6 Data
Technicians. Provided technical direction in database development, data
analysis, data sharing procedures and data storage and retrieval
processes. Researched and documented end user data storage and
retrieval requirements, and recommend data management process
solutions. Responsible for the management, supervision, development and
implementation of computerized databases and other computer programs in
order to facilitate managerial decision-making and analysis of overall
program effectiveness of the various branches comprising the Office of
Facility Protection Operations. He Coordinated the installation and
configuration of Local Guard Force databases at U.S. Embassies worldwide
to include training of embassy personnel. He was a featured speaker for
Regional Security Officer Conferences sponsored by the U.S. Department
of State in support of Senior Department Executives on issues pertaining
to Local Guard, Residential Security, Surveillance Detection, Financial
Management, Program Reviews and Data Management tools in operation at
260 U.S. Embassies, Consulates and official facilities worldwide.
Overseen the modification of more than 110 Local Guard Force contracts
at U.S. Missions and responsible for the tracking and analysis of
monthly invoices for services provided.
As
the Security Program Assistant he provided support for the worldwide
Local Guard and Residential Security program, Surveillance Detection
program, and the Security Standards Tracking program. Coordinated and
conducted on-site reviews to assess the quality of guard services
provided by the commercial contractor against mandated DS security
standards and local guard contractual requirements. Provided briefings
of findings to principle officers at the embassy. Analyzed information
submitted from over 260 missions worldwide and a variety of other
sources for validity, accuracy and applicability. Designed, developed
and administered databases containing data relevant to the Facility
Protection Division programs. Designed and developed an MS Access Guard
Schedule Database which has successfully detected inaccuracies in
billing practices on several of the 110 guard force contracts supporting
U.S. Embassies and Consulates worldwide.
As a
Justice Protective Service Officer (Special Deputy U.S. Marshal)
he was responsible for enforcing federal laws enacted for the protection
of personnel, property and sensitive information. Maintained
operational control of the Justice Protective Service (JPS) Control
Center. Monitored Access Control, CCTV, Facility and Duress Alarm
Systems. Dispatched officers securing 14 Federal buildings under U.S.
Department of Justice jurisdiction. Researched and designed over 40
comprehensive and detailed facility maps utilized during emergency
situations and for training purposes. Served as liaison between the
Security Emergency Planning Staff and JPS Officers. Developed a
database which simplified scheduling while reducing overtime by 4%.
Developed and/or maintained multiple Databases for tracking the Security
Control Center daily operations.
Nov 91 - - Jan 99 Security Specialist / Police
During
his multi-term service in the U.S. Air Force as a Security Specialist
(Military Police), Mr. Sanchez held multiple responsibilities
which included Aircraft Security Non-commissioned Officer in
Charge supervising security for executive aircraft and resources
involved in transporting the United States President, Vice President,
Executive, Legislative and visiting Foreign Dignitary Delegations.
Performed in-flight security duties to counter potential hijacking
situations and terrorist threats. As a Hostage Negotiator he supported
the preparation of contingency plans and maintained a capacity to
counter hostage situations on military installations. He was trained to
isolate, contain and neutralize terrorist or hostage incidents. As the
Mission Scheduler Assistant he conducted Intelligence gathering on
regional stability and security standards for all foreign and domestic
airports affected by intelligence reports. Developed an automated
investigation and reporting database system which increased productivity
by 75%.
During
assignment on a military installation containing nuclear arsenal
resources, he provided immediate tactical response and deployment to
security incidents emanating from critical priority resources.
Responsible for Neutralizing threats, conducting sweeps / searches,
apprehensions, guarding apprehended personnel, and initiating recovery /
recapture operations of critical national security resources.
As a
Ceremonial Guardsman he performed ceremonies for the U.S. President and
foreign heads of state at the White House, Pentagon and Tomb of the
Unknown Soldier. Coordinated protocol arrangements for high level
meetings between U.S. and foreign heads of state. Mr. Sanchez functioned
as the Assistant Officer in Charge of the Armory.
In 1989 Mr. Sanchez joined the California Conversation Corps and was
stationed in Lake Tahoe, CA. He was a member of a crew that fought
forest fires and performed reforestation of areas damaged by wild
fires.
In late 1990 early 1991, He attended the Reserve Police Officer and
Correctional Officer Academy courses of the Criminal Justice Training
Center on the Modesto Junior College campus. He completed the courses
and was Certified by the California Commission of Peace Officer
Standards and Training (POST).
